But the people of Kirkenes in the Arctic north of Norway have always had a friendly relationship with their Russian neighbours. Today the town of Kirkenes looks, sounds and feels almost as Russian as it is Norwegian, and a new agreement means local people from both sides of the border are free to cross what is one of only three borders between NATO and Russia.
